I downloaded the first episode and compared it to my years old 480p DVDRips from the special edition that’s also x264 and could barely tell the difference (this rip looked SLIGHTLY less pixelated). So yeah the best source they had of this was SD (like most shows back then)
It’s upscaled HD. It’s not like HBO Max was gonna do a remaster by themselves.
Unless a Blu-ray release happens (which should’ve happened by now), I don’t see any chance of a HD remaster.

It is remastered. Doesn’t look blur anymore. Very detailed than the previous versions.
