I won’t proceed to speak for @lion; but the question was “when”. As in, when would something without hardcoded subtitles be available.

Kokuho was only released in theatres within the past 6 months or so.
This encode is from the Australian release. It has hardcoded English subtitles. The Region 4 DVD release also has hardcoded English subtitles. Don’t know the status of the current German or French Blu-rays that have also already been released, but hardcoded subtitles in those wouldn’t be surprising.
There’s been no announcement yet as far as a wider Blu-ray release goes. More information here:

There are some sources WEB-DL sources (usually based on AMZN releases) that do not have hardcoded English subtitles. Perhaps BHB will encode one of those as a replacement, or just wait until a different Blu-ray release that doesn’t have hardcoded English subtitles.

I’m not in a hurry to see it, so I’ll patiently wait for the version without subtitles to be uploaded.
