Why not use B/W filter on original release instead? ?
Because there’s more nuance and intention with the black and white color grading than just turning the color all the way down. The editors look carefully at shadows and light levels for each shot and scene. It sounds simple enough, but enough thought goes into it same as other color grading tasks.
