Why not 1280×720?

1280×720 is an aspect ratio of 16:9.
The original content was shot and/or cropped in post-production to an OAR (Original Aspect Ratio) other than 16:9.
The original release this was encoded from uses a technique called letterboxing, whereby the studio adds black bars to the top and bottom of each frame. This is to artificially “inflate” the non-16:9 content back to true 16:9. This adds size to the file.
BHB and other encoders remove the black bars to save on file size and better make use of that file size used to store the black bars to instead be used for actual content within the frame. Nothing of the content is lost; just the black bars.
That is the preferred way to do it. All of the content, with no sacrifice except the removal of the letterbox black bars.
Hence why the 1280×720 is cropped to only the part of the content that was actually released (not the black bars) which results in 1280×534.
