Do yourself a favour. Rework your layout to accommodate banners footers and a panel down one side of inline ads. The only thing you’ll succeed in doing with these wretched popups on every click is driving people away.
Pop-up is not a new thing on this site, we’ve been using it for years and I have no idea why people just complain about it now. No, it’s not getting worse, we still have same amount of popup as before.
