This is the 1998 reconstructed cut (from notes by Welles) restored to 4K. BTW the 4K restoration released all three cuts on the same BluRay.

Just to be clear there is one audio commentary track included (the “Hollywood one”) from Charlton Heston, Janet Leigh and producer Rick Schmidlin. I would have preferred the Film Historian Imogen Sara Smith track for context.
